Through March 6, 2019, the City of Oakland’s Workforce Development Board (OWDB) is accepting proposals from organizations to provide workforce development services for adults and youth using approximately $2 million in federal Workforce Innovation and Opportunity Act (WIOA) funds under its purview. The goal of these investments is to help individuals to build skills and acquire credentials for employment, and assist businesses with finding and retaining a qualified workforce. Contracts resulting from this RFP process are anticipated to run from July 2019 through June 2022.
The OWDB is issuing two separate RFP’s: one for services for low and very-low income youth and young adults, ages 16-24, and a second to operate career centers and provide direct services for adult job seekers and workers, 18 and older. Through each of these RFP processes, the OWDB seeks to resource a network of qualified providers to make WIOA services more accessible to priority populations and geographical areas (East Oakland, Central/Fruitvale and West Oakland) and advance the economic security and resilience of Oakland’s most vulnerable residents so they can secure quality jobs and careers in high growth pathways and industries.
The City of Oakland will be holding bidders’ conferences for each of the above RFPs on Monday, January 28, 2019 as follows:
- WIOA Adult/Dislocated Worker/One-Stop Career Center RFP:
Monday, January 28, 2019, from 10 a.m. to noon
- WIOA Youth RFP: Monday, January 28, 2019, from 1:30 to 3:30 p.m.
Both of the bidders’ conferences will be held at Oakland City Hall, Hearing Room 4, 1 Frank H. Ogawa Plaza.

Over the past three years, the OWDB has funded career development and training services for more than 2,900 individuals, with roughly two thirds of them entering jobs at an average starting wage of more than $15 per hour. The availability of additional WIOA funds will help Oakland residents access even better future opportunities as the local and regional economy continues to grow.
