The City of Oakland is currently recruiting to fill one Program Analyst III vacancy within the Economic & Workforce Development department with a selective certification in Cultural Funding. The ideal candidate will have familiarity with the Oakland/Bay Area cultural programs, demonstrate customer service, and ensure the maximum impact of city investments that advance Oakland cultural ecosystem.


Under direction, Program Analyst III will direct or perform program planning, research, analysis and development; negotiate and administer contracts; write grant proposals and submit applications; implement and monitor programs; prepare reports and draft proposed programs; perform needs assessment; provide assistance to community organizations, district boards and citizen advisory bodies; supervise assigned staff; and perform related duties as assigned.


This is an advanced journey-level classification in the series. Program Analyst III directs or develops programs, finds sources of funds, administers programs and contracts, and evaluates results. The incumbent receives general instructions regarding the scope of and approach to programs, but procedures and techniques are left to the discretion of the incumbent. Program Analyst II differs from Program Analyst III in that the latter supervises professional staff or acts as team leader on complex projects. A Program Analyst III receives direction from a supervisor, manager, or other management staff and supervises Program Analyst II, clerical staff, interns, and other assigned staff.

The eligible list generated from this announcement will only be used to fill Program Analyst III positions specialized in Cultural Funding Coordinator, including full-time and permanent part-time positions, if applicable, and may be used to fill future vacancies with the same Selective Certification.

EXAMPLES OF DUTIES:

For General Program Analyst III Positions:
  • Directs the translation of ideas and concepts into fundable programs or projects; develops strategies to locate funds for programs; coordinates funding requests and contract implementation with public service agencies; arranges supplemental funds and program revisions when needed.
  • Designs, negotiates, and administers contracts with consultants and service providers; monitors contracts to ensure compliance; conducts site visits; reviews invoices and recommends payments to contractors and consultants.
  • Writes grant proposals and applications; reviews and evaluates grant documents to ensure compliance with grantor and City standards; administers grant programs; develops and monitors required grant procedures.
  • Acts as program leader, including the planning and implementation of programs, preparing budgets, identifying sources of funds, developing and negotiating contracts, resolving problems and communicating with participants.
  • Provides staff assistance to citizen advisory bodies, committees and commissions; facilitates meetings of community organizations, district boards, and neighborhood groups relating to the development and implementation of programs.
  • Supervises, trains and evaluates assigned staff; prepares and monitors a unit budget.
  • Writes reports, letters, agendas, and minutes; researches, prepares, and analyzes complex reports.
  • Makes public presentations relating to assigned programs; prepares written material for public distribution.
  • Reviews and prepares City Council agenda materials; prepares staff reports.

For Selectively Certified Positions in Cultural Funding Coordinator:
  • In partnership with the Cultural Affairs Manager, develop and implement innovative policy solutions that advance the field of arts and culture and ensure a diverse and healthy arts ecosystem in Oakland.
  • Oversees the Division’s Cultural Funding Program (CFP) grantmaking strategy by implementing best practices in arts philanthropy including: needs assessment research; program evaluation and performance measurement; community outreach; field capacity building and leveraging of partnerships with other funders to ensure the maximum impact of city investments that advance Oakland cultural ecosystem.
  • Works with the Cultural Affair Manager and the Cultural Affairs Commission on the plans and policies associated with the Oakland Cultural Plan “Belonging in Oakland”, which foregrounds racial and cultural equity as a goal.
  • Manages the Funding Advisory Community (FAC) which is a community volunteer body that provides input on matters relating to CFP policies and procedures.
  • Builds relationships with artists, other arts organizations, businesses, schools, the media, and other groups in the region.
  • Support the Division’s participation on national cultural policy tables associated with the advancing our nation’s cultural support system.
  • Provides staff assistance to citizen advisory bodies, committees and commissions; facilitates meetings of community organizations, district boards, and neighborhood groups relating to the development and implementation of programs; e.g. The Cultural Affairs Commission, and The Funding Advisory Committee.

MINIMUM REQUIREMENTS FOR APPLICATION:

Any combination of education and experience that is equivalent to the following minimum qualifications is acceptable. Education:Bachelor's degree in business or public administration, social work, behavioral sciences or a related field from an accredited college or university. A Master's degree is desirable.
For this selectively certified vacancy the following special education requirements are preferred: Bachelor's degree in arts administration. Graduate degree in arts administration is preferred.
Experience:Four years of relevant experience in the particular area of program administration, including one year of lead direction or supervisory experience.

For this selectively certified vacancy the following special experience requirements include: Four (4) years of work experience in cultural funding program administration including one year of lead direction or supervisory experience.

License or Certificate / Other Requirements:
Individuals who are appointed to this position will be required to maintain a valid California Driver's License throughout the tenure of employment OR demonstrate the ability to travel to various locations in a timely manner as required in the performance of duties.

For Selectively Certified Positions in Cultural Funding Coordinator:
Knowledge of:
  • Experience and recognition for working successfully within historically under-served communities, and with a wide range of diverse stakeholders.
  • Oakland/ Bay Area cultural arts organizations, both public and private, and their methods of organization and operation.
  • Federal, state and local laws and ordinances related to the arts
Ability to:
  • Coordinate with other departments to assure fiscal practices advance and support grant strategies; maintain confidentiality concerning the business and affairs of the organization.
  • Collaborate with the Cultural Affairs Manager to ensure alignment with other external-facing programmatic offerings and strategic engagement with arts organizations/grantees.

SUPPLEMENTAL INFORMATION:

The Selection Process
Stage I: The first stage in the selection process will consist of a review of each applicant's employment application and supplemental questionnaire for minimum qualifications (weighted pass/fail). Applications submitted without all required materials will not be given further consideration.

Stage II: The second stage will consist of subject matter experts evaluating and rating the completed supplemental questionnaires. Applicant responses to the supplemental questions must demonstrate the knowledge, skills and abilities listed in the qualifications section of this announcement. The evaluation of supplemental questions will be weighted 100% of an applicant's score (before residency, seniority and/or veteran points, if applicable) and will determine rank on the eligible list. The ranked eligible list will be developed directly from the results of the supplemental questionnaire screening. Candidates must earn a scale score of 70 in this examination process to be placed on the eligible list for employment consideration.
Stage III: The third stage may consist of an oral examination that may be preceded by a brief written exercise (weighted 100%) that will test the knowledge, skills and abilities listed in the qualifications section.

The ranked eligible list may be developed directly from the supplemental screening OR the results of Stage III. Candidates must earn a scale score of 70 in this examination process to be placed on the eligible list for employment consideration.
