Large projects must first complete this environmental review before the City will issue permits.

Please note that in fall of 2016, the City of Oakland amended its CEQA Thresholds related to transportation in order to align with State law, replacing Level of Service (LOS) with Vehicle Miles Traveled (VMT) as a measure of potential environmental impact.
