First Substantial Amendment to the City of Oakland's Annual Action Plan 2019-2020

The Five-Year Consolidated Plan (Con Plan) is a plan required by the U.S. Department of Housing & Urban Development (HUD), designed to help local jurisdictions to assess their affordable housing and community development needs and market conditions, and to make data-driven, place-based investment decisions. The consolidated planning process serves as the framework for a community-wide dialogue to identify housing and community development priorities that align and focus funding from the HUD Community Planning & Development (CPD) formula block grant programs: Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Emergency Solutions Grants (ESG), and Housing Opportunities for Persons With AIDS (HOPWA).

The Consolidated Plan is carried out through Annual Action Plans (AAP), which provide a concise summary of the actions, activities, and the specific federal and non-federal resources that will be used each year of the designated Con Plan to address the priority needs and specific goals identified by the Con Plan.

The City of Oakland as a grantee of CDBG, HOME, ESG and HOPWA reports on accomplishments and progress toward Consolidated Plan goals in the Consolidated Annual Performance and Evaluation Report (CAPER).

NOTICE OF PUBLIC HEARING & REQUEST FOR PUBLIC COMMENTS

FOR THE CITY OF OAKLAND SECOND SUBSTANTIAL AMENDMENT TO THE 2019/20 ANNUAL ACTION PLAN

The City of Oakland invites public review and feedback on the Second Amendment to the Fiscal Year (FY) 2019/20 Consolidated Annual Action Plan (AAP), to add Coronavirus, Aid, Relief & Economic Security Act (CARES Act) allocations under Round-Two CARES Act Emergency Solution Grant (ESG-CV2); CARES Act Round-Three Community Development Block Grant (CDBG-CV3) and to update the program description under the Round-One CARES Act Housing Opportunities for Persons With AIDS (HOPWA-CV).

Background and Summary

Under the second and third tranche of CARES Act funding the City is allocated $19,288,175 under ESG-CV2 and $3,712,594 under CDBG-CV3. HOPWA-CV1 funds awarded prior will also support rental assistance to homeless persons with HIV/AIDS transitioning to permanent housing from Home Key motel rooms. Modifications to Sections AP-05, AP-12, AP-20 and AP-38 of the Second Substantial Amendment reflect these changes to the 2019/20 AAP.

FOR THE CITY OF OAKLAND FIRST SUBSTANTIAL AMENDMENT TO THE 2019/20 ANNUAL ACTION PLAN


The City encourages the public to review and public feedback on the First Substantial Amendment to the 2019/20 Annual Action Plan, available online at https://www.oaklandca.gov/documents/first-substantial-amendment-to-the-city-of-oaklands-2019-2020-annual-action-plan from May 8, 2020 - May 19, 2020.

All public feedback and inquiries regarding this document during the review period should be forwarded to cdbg@oaklandca.gov by May 19, 2020.

This First Amendment To The Oakland 2019/20 Annual Action Plan:

1. Accepts and appropriates Community Development Block Grant funds recently awarded under the Coronavirus Aid, Relief, Economic Security Act (CARES Act) [CDBG-CV];

2. Redirects 2019/20 CDBG funds from the City’s Relocation Program to the Main Street Launch Small Business Loan program;

3. Establishes “back-up” projects under the City’s CDBG Program; and

4. Updates the City’s Citizen Participation Plan as a condition of the CDBG-CV (CARES Act) funding.
