The federal Workforce Innovation and Opportunity Act (WIOA) requires Workforce Boards to develop strategic plans and set priorities for the regional workforce development system.

What is a Local Plan

The Workforce Innovation and Opportunity Act (WIOA) requires each local workforce development board to develop and submit, in partnership with the chief elected official (CEO), a comprehensive four-year plan to the Governor. The Mayor is the CEO of Oakland. The Local Plan is the action plan for describing how individuals access services through the America’s Job Centers of California (AJCC) system.

The Local Plan articulates how the Oakland Workforce Development Board will coordinate with local partners to ensure person-centered service delivery.

Draft East Bay Regional Plan Released

Concurrently, the East Bay Regional Planning Unit (EBRPU) has released the 2021-2024 Regional Plan. The EBRPU comprises the four East Bay Workforce Development Boards serving the counties of Alameda and Contra Costa and the cities of Oakland and Richmond.
