City of Oakland 2018 Housing Element Annual Progress Report

Every city and county in the state of California is required to submit an annual report on the jurisdiction's progress in implementing the housing element of its general plan. The report must be submitted to the California Department of Housing and Community Development (HCD) and the Governor’s Office of Planning and Research on or before April 1 of each year, using the forms and definitions adopted by HCD.

2018 Housing Element Annual Progress Report (EXCEL)

This updated Housing Element Annual Progress Report (APR) includes a revisions to the number of new housing units permitted in 2018, which was updated by the Planning and Building Department (PBD) after identifying an error in last year’s APR.

The 2018 APR submitted on April 1st, 2019 reported issuing building permits for 9,706 new housing units. This number was an error caused by using a data field from the Accela software that counted every transaction associated with a permit and, therefore, included activity across 2017, 2018, and 2019. The unit count is now being culled from a permit record that relates unit count exclusively within a specific year. This will be the practice going forward, which will prevent such overcounting in the future.

On May 14th 2020, PBD staff submitted this revised APR to the Department of Housing and Community Development and the Governor’s Office of Planning and Research.
