Latest: On The Ballot - 13,000 Low-Rent Housing Units

On June 7th, Councilmember Carroll Fife introduced legislation that passed allowing Oakland voters in the November 8, 2022 election to authorize the City of Oakland to develop, construct, or acquire up to 13,000 low rent social housing units in the City. Under Article 34 of the California constitution, low rent units can not be built without voter approval.

The Fair Share Business Tax

On Friday, March 18, 2022, Council President Nikki Fortunato Bas and Councilmember Carroll Fife introduced legislation to advance a progressive, equitable business tax proposal to modernize Oakland’s 20-year-old, regressive business tax structure and raise $40 million to protect and expand essential city services to address homelessness, fix and clean our streets, and provide tax relief and COVID recovery support to more than 20,000 struggling small businesses, many owned by women and people of color.

2022 Legislation

This year Councilmember Carroll Fife has either sponsored or co-sponsored legislation in support of capping allowable rent increases on tenants, studying the feasibility of housing 1000 individuals at the North Gateway Parcel, creating a farmers market in West Oakland, expanding opportunities for youth through the Summer Jobs program, urging the California Governor to stop Oakland school closures by canceling OUSD's debt, and more.

2021 Legislation

In 2021, Councilmember Carroll Fife either sponsored or co-sponsored legislation on reimaining public safety, honoring Paul Mooney, Shock G, and Michael Morgan, commemorating Dorothy King, supporting the State Assembly Amendment 3 to prohibit slavery or involuntary servitude without exemption, and urging the federal government to support Haitian refugees.

About the District 3 Councilmember

District 3 Councilmember Carroll Fife

Carroll Fife is the Councilmember for Oakland’s District 3. After decades of public service as a community organizer, Carroll was called to run for office by the people with whom she organizes every day. One of the founding members of Moms for Housing, Carroll has fought both in the halls of power and in the streets to protect the human right to housing.

As Councilmember her priorities are to divest from police to invest in community, get every unsheltered person in Oakland into housing as quickly as possible, and create progressive tax structures to correct social and racial inequities. Her historic winning campaign, supported by virtually every endorsing organization in Oakland, was powered by over 1000 active volunteers, and has transitioned into a permanent political organization dedicated to passing transformative legislation and building a progressive majority on the Oakland City Council.
