The final version of the City of Oakland's 2021-2022 Cannabis Operator Regulations is now available here.
These regulations include an option for cannabis operators who have not yet completed the City's permitting process to be locally authorized for a provisional state license by entering into a 120 Day Compliance Plan, which is available here.
With regards to this Compliance Plan option please note:
- Operators that have already obtained a permit do not need to enter into a Compliance Plan.
- The Compliance Plan is an OPTION, not a requirement.
- If an operator prefers to take their time completing the City's permitting process, there is no need to enter into a Compliance Plan. In this scenario, the operator will not be locally authorized to operate until they have obtained a permit.
- On the other hand, cannabis operators who have not yet obtained a permit AND are interested in being locally authorized to operate BEFORE they have completed the City's permitting process need to enter into a Compliance Plan.
