Proof of Vaccination Ordinance Requirements

At its meeting on Tuesday, May 17, 2022, the Oakland City Council adopted changes to the Proof of Vaccination Ordinance.

Adopted Changes

On Tuesday, May 17, 2022, Oakland City Council voted to amend the ordinance. City Council adopted the following changes, which took immediate effect:

  • Lifting previous vaccination requirements to enter most indoor public locations (the requirement to show proof of vaccination for entry to Senior Adult Care Facilities and City of Oakland Senior Centers remains in place)
  • Patrons attending large indoor events (2,500+ attendees) are required to wear a mask

Where Proof of Vaccination is Required as of May 17, 2022

You will be required to show proof that you have been vaccinated to enter some indoor places in Oakland, like:

  • Senior adult care facilities
  • City of Oakland Senior Centers

While carrying out their official duties, firefighters, police officers, paramedics, utility company employees and health/safety/building code enforcement staff are not required to show proof of vaccination to enter locations subject to the Ordinance.

Valid Forms of Vaccination Proof

Vaccination Proof can be an original, copy or picture of your vaccination card from the CDC, a healthcare provider, or a government agency or a digital COVID-19 vaccine record issued by the State of California. Vaccination proof will be cross checked with a valid Photo ID (if over 18).

You may be exempt from these requirements if you are entitled to a reasonable accommodation for a medical condition. To qualify, you will need to show verification of medical exemption, proof of a recent negative COVID-19 test, and photo identification.

If you run a business that is required to verify vaccination, here is a poster you can download and print out. You will need to have these notices displayed by January 15, 2022.

This template in multiple languages can be used by businesses to help them comply with the Ordinance requirement for protocol documentation that needs to be retained for one year.
