The Five-Year Consolidated Plan (Con Plan) is a plan required by the U.S. Department of Housing & Urban Development (HUD), designed to help local jurisdictions to assess their affordable housing and community development needs and market conditions, and to make data-driven, place-based investment decisions. The consolidated planning process serves as the framework for a community-wide dialogue to identify housing and community development priorities that align and focus funding from the HUD Community Planning & Development (CPD) formula block grant programs: Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Emergency Solutions Grants (ESG), and Housing Opportunities for Persons With AIDS (HOPWA).

The Consolidated Plan is carried out through Annual Action Plans (AAP), which provides a concise summary of the actions, activities, and the specific federal and non-federal resources that will be used each year of the designated Con Plan to address the priority needs and specific goals identified by the Con Plan.

The City of Oakland as a grantee of CDBG, HOME, ESG and HOPWA reports annually, on the accomplishments and progress toward the Con Plan and AAP goals through the Consolidated Annual Performance and Evaluation Report (CAPER). The CAPER is used to inform HUD and the public on how Entitlement funds have been expended in the report year; the impact; and evaluates the City’s performance in carrying out the identified goals of the Con Plan and AAP.
