Catherine Payne has been part of the City of Oakland Bureau of Planning team for almost 20 years. Catherine has worked in Strategic Planning, at the Permit Center, and is currently the Development Planning Manager, processing land use entitlements for over 6,000 residential units and 2 million square feet of commercial development in 2018. Catherine has been involved in the delivery of Lion Creek Crossing, MacArthur Station BART transit village, Jack London Square and Brooklyn Basin. Catherine has a background in environmental planning and landscape design. As a long-time Oakland resident, Catherine is deeply committed to ensuring new development is a good neighbor and asset to the community.
