Monica Davis

Monica serves as the Planning & Building Department's Assistant Director. Most recently, she worked for the City of Hayward, California as its Community Services Manager, overseeing homelessness policy, the community agency funding process, and undertaking special projects including a large land use development project. She is committed to delivering high-quality public service in an innovative and efficient manner, supporting community engagement, organizational health, and working collaboratively to enhance diversity in local government. Monica is actively engaged in professional development and is a member of the International City and County Management Association (ICMA), served as the 2021 Municipal Management Association of Northern California (MMANC) President, and continues to support that organization in an advisory capacity. Since 2018, Monica has served on the Board of Directors for the International Network of Asian Public Administrators (INAPA) as a Director-at-Large. She earned a bachelor’s degree in political science with a minor in public policy from UCLA, a Juris Doctorate degree from Santa Clara Law, and a Master’s degree in business administration with an emphasis in leadership and innovation from Leavey School of Business at Santa Clara University. Monica lives in Oakland, California with her wife and two kids.
