Resources

Passing along two additional resources for cannabis businesses that were burglarized in Oakland in late May and early June:

  1. Local Emergency Declaration Allows for State Relief
On June 16, 2020, the City Council adopted a declaration of local emergency in Oakland regarding the attacks on cannabis facilities. This local declaration allows operators to ask for regulatory relief from state agencies (see the Bureau of Cannabis Control Regulation section 5038 available here.)
  2. Waiver of Late Tax Payments
If your business was burglarized during the string of burglaries in Oakland in late May and early June, you may be eligible for a waiver of late tax payment penalties from the City's Revenue Management Bureau. To seek a waiver of penalties, please email btwebsupport@oaklandca.gov and provide the police report or the number of the police report that documents the recent burglary of your business. If you have questions about this program, you may also call the customer service line at (510) 238-3704.

As a reminder, recently burglarized equity applicants can also apply for emergency grants available here.

About

Cultivators, delivery-only dispensaries, distributors, testing laboratories, manufacturers and transporters may apply for cannabis permits. There is no limit on the number of permits that can be issued for those activities.

However, at least half of all permits must be issued to Equity applicants as described below.

  • Equity – Applicants who qualify for fee waivers plus technical and financial assistance based on income level and residential location or cannabis conviction.
  • General – All other applicants. A General applicant who incubates an Equity applicant by providing them with three years of free rent and security measures, has priority over other General applicants.
